That's an initial cost estimate. How often does the final construction cost come in under the estimate? Not very. That is just Ed Rendell saying whatever he needs to to get the slots into PA. Now that he has that revenue like a typical politician he has to spend it. He promised to use slot revenue to lower property tax. I guess now that he lowered it a little he can spend the rest. Fast
